Could Orihuela Costa Become an Independent Municipality? The Debate Is Growing

Could one of the Costa Blanca's most popular coastal destinations eventually become a town in its own right?

It's a question generating increasing discussion among residents of Orihuela Costa, as a campaign calling for the area to separate from the municipality of Orihuela continues to gather attention.

With more than 30,000 permanent residents according to figures cited by campaigners, a thriving international community and a population that increases significantly during the summer months, supporters of the proposal believe the coastal area has grown sufficiently to manage its own affairs.

The debate has returned to the headlines this week, with reports on 19 October highlighting renewed efforts to involve international residents ahead of Spain's 2027 municipal elections.

Why Does Orihuela Costa Want Independence?

Orihuela Costa stretches along approximately 16 kilometres of Mediterranean coastline and includes popular residential areas such as La Zenia, Playa Flamenca, Cabo Roig, Campoamor and Punta Prima.

Although these communities are situated more than 30 kilometres from Orihuela city, they are all administered by the same local council.

Over the past two decades, the coastal area has experienced considerable growth, transforming from a collection of holiday developments into a substantial year-round residential community.

However, some residents believe that local infrastructure and public services have not kept pace with this expansion.

The Partido por la Independencia de Orihuela Costa (PIOC) has been campaigning for greater local control, raising concerns about road maintenance, street cleaning, rubbish collection, healthcare, education and public investment.

Supporters argue that having a separate town hall would allow decisions to be made closer to the communities directly affected.

The Orihuela Town Hall, meanwhile, has highlighted ongoing and proposed investments in coastal infrastructure and public services, including road improvements, water infrastructure and waste collection.

A Growing International Community

One of the most interesting aspects of the campaign is the important role that international residents could play.

Orihuela Costa is home to thousands of people from across Europe, including British, Irish, Belgian, Dutch, German and Scandinavian residents.

Many originally purchased holiday homes but subsequently decided to make the Costa Blanca their permanent residence.

According to reports published on 19 October, PIOC has launched a multilingual campaign to encourage eligible international residents to participate in the 2027 municipal elections.

Information is being shared in several languages, including English, French and German, reflecting the diverse nationalities living in the area.

For international homeowners, the campaign also highlights the importance of registering on the local padrón and understanding the rules surrounding participation in local elections.

Could Orihuela Costa Really Become Independent?

Interestingly, there is already a local precedent.

In 1986, Pilar de la Horadada officially separated from Orihuela to become an independent municipality.

Today, Pilar de la Horadada has its own town hall, local administration and municipal services.

Supporters of the Orihuela Costa campaign point to this example as evidence that administrative separation is possible.

However, establishing a new municipality is a complicated legal process.

It would require detailed consideration of population figures, geographical boundaries, financial sustainability and the ability to provide essential public services.

The impact on the existing municipality of Orihuela would also need to be assessed.

For now, Orihuela Costa remains part of Orihuela, and there is no confirmed date or approved decision for independence.

What Could Independence Mean for Property Owners?

For the thousands of people who own homes in Orihuela Costa, the discussion raises some interesting questions.

Would a separate municipality result in greater investment in local roads, parks and public facilities?

Could services become more responsive to the needs of coastal residents?

And what impact, if any, might administrative changes have on local property taxes and the housing market?

These are questions that cannot yet be answered.

Any future changes to taxation, municipal responsibilities or public spending would depend on the arrangements agreed if independence were ever approved.

Nevertheless, the debate highlights an important consideration for anyone purchasing a property in Spain: the quality of local infrastructure and public services can be just as important as the property itself.

Orihuela Costa Remains a Popular Place to Live

Whatever the eventual outcome of the independence campaign, Orihuela Costa continues to offer many of the attractions that have made it one of the most desirable areas of Costa Blanca South.

With beautiful sandy beaches, championship golf courses, international schools, shopping centres, restaurants and excellent transport connections, the area appeals to a wide range of buyers.

Popular neighbourhoods such as Villamartín, La Zenia, Playa Flamenca, Cabo Roig and Campoamor offer everything from affordable holiday apartments to luxury detached villas.

The region's Mediterranean climate and established international community also make it particularly attractive to people considering retirement or permanent relocation to Spain.

What Happens Next?

The campaign is expected to remain a subject of local discussion as the 2027 municipal elections approach.

PIOC is seeking greater public support, encouraging eligible residents to register to vote and continuing to promote its proposals for a separate municipality.

Whether these efforts eventually lead to administrative independence remains uncertain.

What is clear is that Orihuela Costa has changed enormously over recent decades, and discussions about its future development, infrastructure and local services are likely to continue.

For residents and property owners, it will certainly be an interesting story to follow.
